The North Western Provincial Council will erect a 155 km electric fence as a solution to the human-elephant conflict dragging on for a number of years. The estimated cost of the project is Rs. 85 million. This was revealed at the monthly meeting of the Kurunegala District Development Committee held at the Provincial Council auditorium. co-Chairmen of the Committee, Co-operatives and Internal Trade Minister Johnston Fernando and Wayamba Chief Minister Dayasiri Jayasekara presided. It was also decided at this meeting to renovate a section of the existing 56km electric fence, which is in a dilapidated condition.
According to Wildlife officers, the mostly affected areas are Polpithigama, Ehetuwewa, Galgamuwa, Giribawa, Maho, Ambanpola, Nikaweratiya, Rasnayakapura, Kotawehera and Kobeigane DS divisions.
“Ever since man encroached on the homelands of the elephants, the human-elephant conflict continues with no solution at sight. We have to think of the plight of the elephants too, but most people are not concerned about them. Each month at least two or three persons die after being attacked by elephants while the elephant population is fast dwindling due to electrocution, being shot or knocked down by locomotives. This is a very sad state of affairs,” Chief Minister Dayasiri Jayasekara said.

Unauthorised jumbo keepers get bail

KANDY – Two suspects remanded for keeping a baby elephant without a permit at a private house in Gannoruwa, Peradeniya were allowed bail by the Kandy Additional Magistrate Shrinith Wijesekara, last Friday (16).
The Magistrate recorded a bail order of Rs. 25,000 in cash with two sureties for Rs. 200,000 each with a bond to the value of Rs. 500,000 each.
The suspects Waruna Lanka Wijesinghe Kannangara and Wathupola Ralalage Somarathne, both from Horana, were ordered to appear in court on September 25 by the magistrate.
The suspects were ordered bail after consideration of a motion tendered to court by their lawyer.
The suspects were earlier remanded till May 20 after being arrested with the baby elephant at a house in Gannoruwa May 08.
When the bail application was considered by the additional Magistrate Shrinith Wijesekara yesterday (16) Kalinga Indatissa P.C. attorneys-at-law Anura Premaratne and Dinesh Senaratne supported the bail application by Attorney-at-law A. Jameel.
Attorneys-at-law Bandara Karunanayake and Shantha Ratnyake appeared for the Environmental Protection organisations.
Assistant Director of Wildlife W. A. A. D. U. Indrajith appeared for the Wildlife Department.
The baby elephant, Saliya, about five years old has been handed over to the Udawalawa Elephant Transit Home.

කෝට්‌ටේ මාදිවෙල නව සමනළ හෝටලයේදී ඉකුත් 17 වැනිදා පැවැති මාධ්‍ය හමුවේදී ඇමැතිවරයා මේ බැව් සඳහන් කළේය.

ජාතික වනෝද්‍යාන මෙන්ම ඒවායේ වෙසෙන සතුන් ආරක්‍ෂා කිරීම අපගේ වගකීමක්‌ බවත්, මේවා තුළ කිසිදු නීති විරෝධී කටයුත්තකට ඉඩ නොතැබිය යුතු බවත් එවැනි නීති විරෝධී කටයුතු කරන අයට තමාගෙන් කිසිදු සමාවක්‌ නැතැයි ද කීය.
අප රටේ ජාතික වනෝද්‍යාන ජාත්‍යන්තර ප්‍රමිතීන්ට අනුව සකස්‌ කිරීමට සැලසුම් කර ඇති බවත් ප්‍රථමයෙන් එය යාල, බූන්දල අභය භූමිවලින් ආරම්භ කෙරෙන බවත් පැවසීය.
මෙම වනෝද්‍යාන තුළ වෙසෙන සතුන්ට හිරිහැරයක්‌ නොවන අයුරින් ඒවා සකස්‌ කිරීම මෙහි අරමුණ බවද පැවසූ ඇමැතිවරයා සµdරි සඳහා දැනට තිබෙන අබලන් වාහන වෙනුවට ඒවායේ නිරත අයට සහන ක්‍රමයකට නව වාහන ලබාදීම, වනෝද්‍යාන ඇතුළත මාර්ග සකස්‌ කර වේග සීමා ඇති කිරීම යනාදී කටයුතු මෙමගින් සිදු කෙරෙන බවද සඳහන් කළේය.
ජාතික විනෝද්‍යාන තුළින් ලැබූ ආදායම 2009 වසරේදී රුපියල් මිලියන 215 ක් වූ අතර එය 2010 වසරේදී රුපියල් මිලියන 412 ක් දක්‌වාත් 2011 දී රුපියල් මිලියන 545 ක් දක්‌වාත් වර්ධනය කිරීමට හැකිවී ඇතැයි ද වැඩිදුරටත් පැවසීය.
එමෙන්ම 2011 වසරේ මෙරටට පැමිණි විදේශ සංචාරකයන් නව ලක්‍ෂයකට ආසන්න පිරිසෙන් ලක්‍ෂ දෙකකට ආසන්න පිරිසක් වනෝද්‍යාන නැරඹීමට පැමිණ ඇතැයි කී ඇමැතිවරයා මෙමගින් ලැබෙන විදේශ විනිමය තවත් වර්ධනය කර ගැනීමට කටයුතු කරන බව, හොරොව්පතාන, මාදුරුඔය, වෙහෙරගල, රැස්‌වෙහෙර යන ප්‍රදේශවල ඇති කරන අලි සංරක්ෂණ මධ්‍යස්‌ථාන වැඩි කිරීම සංචාරක ව්‍යාපාරයට බෙහෙවින් වැදගත්වන බවත් සඳහන් කළේය.
මෙම අලි සංරක්ෂණ මධ්‍යස්‌ථාන ඇති කිරීම සඳහා රුපියල් මිලියන 1000 ක මුදලක්‌ මේ වසරට වෙන්කර දී ඇතැයි කී ඇමැතිවරයා මෙම මධ්‍යස්‌ථාන මෙම වසරේදීම ආරම්භ කෙරෙන බව පැවසීය.
මෙමගින් අලි මිනිස්‌ ගැටුම අවම කිරීමට හැකිවනු ඇති බවත් අලින්ගේ වාසස්‌ථාන ක්‍රමයෙන් අඩුවී යැම මෙම ගැටුමට හේතුවී ඇති බවත් අලින් ගම්මානවලට පැමිණීම වැළැක්‌වීමට විදුලි වැටවල්, ජීව වැටවල් ආදිය සකස්‌ කෙරෙන බවත් කීවේය.
සියයට 41 ක් තිබූ වන ගහනයෙන් ඉතිරිව ඇත්තේ සියයට 20 තරම් ප්‍රමාණයක්‌ බවත්. මෙම වනාන්තර ප්‍රමාණය අද සිටින අලි ගහනයට ප්‍රමාණවත් නොවන බවත් මේ තුළින් අලි මිනිස්‌ ගැටුම නිර්මාණය වී ඇති බවත් සඳහන් කළ ඇමැතිවරයා මෙම ගැටුම් අවම කිරීමට හැකි සෑම පියවරක්‌ම ගන්නා බවත් පැවැසීය.

A chena cultivator was trampled to death by an elephant on Friday (09) night at Meegahandura, Sooriyawewa.
The deceased was identified as W. A. K. Piyoris (62), a father of four.
According to police investigations the deceased had come out from his house to chase away the elephant when he was attacked.
Sooriyawewa police are conducting further investigations.
Following the incident, villagers demanded that the Wildlife Department take steps to protect their village against elephant attacks.

Judge among those keeping jumbos illegally

Wildlife conservation Minister Wijith Wijayamuni Zoysa told Parliament yesterday that an elephant selling racket and a massive gene-piracy cartel were operating in the country.
"This morning, too, we seized a jumbo kept in a house on my instructions. There is a racket of persons selling jumbos to private owners. It is illegal to rear baby elephants without licences. We request the public to provide us with information of any such moves so that we could take action," the minister said.
When the minister said this, Anuradhapura District UNP MP P. Harrison said that he had information of five such places and read out the names of those who were rearing baby elephants without licences.
Among the persons who are keeping elephants illegally is a Maginstrate. Providing a list of the culprits, he challenged Minister Zoysa to take action against them and secure the relase of the animals.
Minister Zoysa: "None including judges could keep elephants without a licence. We will capture all the jumbos being kept illegally within the next couple of weeks."
Speaker Chamal Rajapaksa: "You should have provided the information secretly. Now there is a possibility of the animals being shifted elsewhere.

ඊයේ පෙරවරුවේ මෙම අලි පැටවා පශු වෛද්‍ය පීඨයේ පශු ශික්‌ෂණ රෝහලෙන් පිටමංකර පා ගමනින් ගෙන ගොස්‌ ගන්නෝරුවේ පැරණි නිවාසයක රඳවන්නට තැත් කරද්දී මෙසේ අත්අඩංගුවට ගෙන තිබේ.
ඉකුත් 5 වැනිදා මෙම පැටවා සමඟ තවත් වැඩුණු අලියෙකු පශු ශික්‌ෂණ රෝහලට ගෙනැවිත් එම වැඩිහිටි අලියා කලින් රැගෙන ගොස්‌ තිබූ අතර පැටවා මෙසේ රහසේ පිටමං කර ඇත.
අලි පැටවා ගන්නෝරුව රණබිම පිහිටි අදාළ නිවසින් සොයාගන්නට පෙර පශු ශික්‌ෂණ රෝහල් අංශාධිපති වෛද්‍ය අශෝක දංගොල්ල මහතාගෙන් වනජීවී නිලධාරීන් ප්‍රශ්න කරද්දී ප්‍රකාශ කර ඇත්තේ දින තුනකුට පෙර පැටවා නිදහස්‌ කරගෙන ගිය බවකි.
එහෙත් පරීක්‍ෂණවලදී අනාවරණය වී ඇත්තේ ඊයේ පෙරවරුවේ අලි පැටියා රහසේ පිටමං කළ බවකි.
"මගේ අත් පිරිසිදුයි. මම හොර අලි රඳවාගෙන හිටියේ නැහැ. පැටියා දින තුනකට පෙර නිදහස්‌ කළා" ඔහු මාධ්‍යයට පිළිතුරු දුන්නේය.
එහෙත් ඊයේ පෙරවරුවේ පරිසරවේදීන් අලිපැටියා හඹා ගොස්‌ වනජීවී වැටලීම් ඒකකයට ලබාදුන් තොරතුරු අනුව රණබිම ප්‍රදේශයේදී පැටවා අත්අඩංගුවට ගැනීමට හැකි විය.

අලි පැටවා ගන්නෝරුව රණබිම පිහිටි අදාළ නිවසින් සොයාගන්නට පෙර පශු ශික්‌ෂණ රෝහල් අංශාධිපති වෛද්‍ය අශෝක දංගොල්ල මහතාගෙන් වනජීවී නිලධාරීන් ප්‍රශ්න කරද්දී ප්‍රකාශ කර ඇත්තේ දින තුනකුට පෙර පැටවා නිදහස්‌ කරගෙන ගිය බවකි.
එහෙත් පරීක්‍ෂණවලදී අනාවරණය වී ඇත්තේ ඊයේ පෙරවරුවේ අලි පැටියා රහසේ පිටමං කළ බවකි.
"මගේ අත් පිරිසිදුයි. මම හොර අලි රඳවාගෙන හිටියේ නැහැ. පැටියා දින තුනකට පෙර නිදහස්‌ කළා" ඔහු මාධ්‍යයට පිළිතුරු දුන්නේය.
එහෙත් ඊයේ පෙරවරුවේ පරිසරවේදීන් අලිපැටියා හඹා ගොස්‌ වනජීවී වැටලීම් ඒකකයට ලබාදුන් තොරතුරු අනුව රණබිම ප්‍රදේශයේදී පැටවා අත්අඩංගුවට ගැනීමට හැකි විය.

KANDY: A baby elephant believed to be about five-years-old was taken into custody by the officials of the Wildlife Department from the premises of a private residence at Pasal Mawatha, Gannoruwa yesterday.
Assistant Director Wildlife of Western Province, accompanied by several officers, arrived at Gannoruwa on the directions of Wildlife Minister Wijith Wijayamuni Zoysa to conduct an investigation.
The owner of the baby elephant was a resident of Horana it was disclosed to Peradeniya police during preliminary inquiries.
The baby elephant is kept under the care of Wildlife Department authorities and Peradeniya police.

Are elephants being smuggled out of the wild?
In ancient Sri Lanka the elephant was considered a revered animal. The early elite class had elephants as a status symbol. On the contrary, it is said that elephants were gifted to enemies to have their wealth exhausted on the maintenance of the elephant and they would become poor. No doubt, owning an elephant is a lavish and an expensive matter.
Recently
Sri Lanka paved the way for discussion on many elephant-related
matters. The most-discussed issue was the human-elephant conflict. But
as many environmental conservationists point out there is a serious
issue of elephant smuggling in Sri Lanka. Loopholes in the law and
negligence of officials have made the situation grave. Elephants cannot be domesticatedThe Daily Mirror learnt that during Dr. Chandrawansa Pathiraja’s tenure as the Director General in the Department of Wildlife Conservation documents were prepared for granting permits for elephants by forging his signature.When the Daily Mirror asked Dr. Pathiraja about it he said it was revealed that his signature was forged. However, he refrained from commenting as an inquiry was going on. On being asked whether he suspected the officials from the Department involve in the issue he said without any evidence he did not wish to comment. The ex-Director General said an elephant was not an animal that everybody can have, yet Sri Lanka had a culture of owning elephants as domesticated animals. “The elephant is not a creature everyone can have as domesticated animals. It is important to keep in mind that for years, Sri Lanka has had a tradition of having elephants as a domesticated animal. What needs to be done is to control the domesticated elephant population,” he said. Dr. Pathiraja said most of these issues seemed to occur as there was no suitable procedure to manage the numbers of domesticated elephants. He further said guidelines must be set with regard to domesticated elephants. |
The ‘new-rich’ middle-class want elephantsLahiru Prakash, an animal rights activist and a member of the Bio-Diversity Conservation and Research Circle said recently there seemed to be a new trend in obtaining elephant ‘permits’. “Mostly the ‘new-rich’ middle-class people tend to get elephant permits. That is to show their power and wealth. This has led to many ways of getting permits illegally. Nowadays a baby elephant can be sold from Rs. 7.5 million to Rs. 15 million,” he said. According to Lahiru the Pinnawala elephant orphanage and Udawalawa elephant transit home are the only places where an elephant can be taken for adoption. But mostly, these places release elephants to temples for religious purposes. However, the elephants who are in the custody of private owners are abducted from jungles. He said the abductions of baby elephants escalated after 2009 with the amendment to the Flora and Fauna Act.  “Last year the registry which documents all the elephants was lost. A committee was appointed but so far there is no conclusion as to what happened. The only consequence was the transfer of an official to the Western Province office,” he said. "Mostly the ‘new-rich’ middle-class people tend to get elephant permits. That is to show their power and wealth. This has led to many ways of getting permits illegally" Moreover recently Lahiru said the President of the Tamed Elephants Association Raja Senanayake had stated in an interview that it was not the members of their society who had staged a protest in front of the Ministry recently requesting for the recession of certain laws pertaining to the adoption of elephants. Lahiru blames the priests and the other people who hold higher positions as responsible for the issue. “On 28 February a baby elephant and another named “Wasala” were rescued by the authorities. At the time of the raid the elephants were at Kandalama Walawwa. But the elephants  were
said to belong to Ethkanda Raja Maha Viharaya. The licence for the
elephant has not been renewed annually and the baby elephant was
registered under a person named Bharatha Deshapriya of Old Road,
Meegoda. But when the investigations were carried out further, it was
revealed that it was not the said elephant that was registered,” he
said.On 5 March at the Attanagalle Magistrate’s Courts when the case with regard to “Wasala” was taken up, the official representing the Wildlife Department said that no registration had been done in 2013. However wildlife activists and conservationists say they have proof of elephant registration for that year. They pointed out that it was questionable that at a time when there is an issue with regard to elephant-smuggling, the Director General took a lenient approach in respect of the parties involved in the “Wasala” case. |

have been backdated to 2008 and the licences have been issued in 2011, 2012 and 2013."If the elephant was actually born in 2008 it should be around six years by now. But when inspecting the elephant, and going through the veterinary reports the elephants’ growth does not match. This is a clear evidence to show that the reports were backdated"
“Many licences seem to be backdated. The main reason for this is the amendment brought into the Flora and Fauna Act. When looking at the licences issued in the last three years most of them were applied for in 2008. If the elephant was actually born in 2008 it should be around six years old by now. But when inspecting the elephant, and going through the veterinary reports the elephants’ growth does not match. This is a clear evidence to show that the reports were backdated,” he said.
He further said there were instances where the elephants were not registered - not even the baby elephant, but there were reports that the elephants had been sold. He questions: “How do people purchase elephants without obtaining a licence?” Weeraratne blames the Wildlife authorities and the officials for not having performed their duties.
Furthermore he said they had found instances where licences had been issued in the names of deceased persons. He said the Tamed Elephants Association too was responsible for the ongoing mafia. “The members of the Tamed Elephants’ Association too should be held responsible for this ongoing mafia. They say that they have elephants only for pageants and other religious activities. But most of these elephants end up in hotels for tourists’ entertainment.”

වීමයි. වනජීවි නිලධාරීන්ට වෙඩි තැබීමෙන්ද පසු සැකකරුවන් පැන ගියද කුඩා අලි පැටවා යළිත් රැළට මුදාහැර අත පිස ගැනීමට වඩා වැඩි යමක්‌ සිදු කිරීමට වනජීවිය එහිදීද අපොහොසත් වන්නේ සැබෑලෙසම ඔවුන්ගේ දුර්වලතාවය නිසාද නොඑසේනම් දෙපාර්තමේන්තුවේ මුල් පටුවල සිටම වනජීවී ලොක්‌කන් අලි හොරුන්ට කඩේ යැම නිසාදැයි සැකයක්‌ මතුවෙයි. මෙවැනි වනජීවී අපරාධයක්‌ සිදුවූ වහාම ඒ ගැන විමර්ශනයක්‌ සිදුකර වැරදිකරුවන්ට එරෙහිව වන සත්ව හා වෘක්‍ෂලතා ආරක්‍ෂක පනත යටතේ කටයුතු කිරීමේ නෛතික බලය වනජීවි නිලධාරීන් සතුය. නමුත් ඒ තබා අඩුතරමින් මෙම නීති විරෝධී ක්‍රියාව අධිකරණයට වාර්තා කිරීමටවත් එහිදී වනජීවිය උත්සුක නොවීය. මහව පොලිසියද කටයුතු කළේ ඊට නොදෙවැනි ඇල් මැරුණු ආකාරයකිනි. අද වන විට අලි පැටවුන් ජාවාරම ශ්‍රී ලංකාවේ මහාපරිමාණ නීතිවිරෝධී ජාවාරම් අතරින් එකක්‌ බවට පත්ව තිබියදී පවා මේ සම්බන්ධව ක්‍රියාත්මක විය යුතු වනජීවිය හෝ පොලිසිය මේ ආකාරයෙන් නිවට, නියාලු හා නිද්‍රdශීලී පිළිවෙතක්‌ අනුගමනය කිරීම ජුගුප්සාජනකය.
එම මස 28 වැනිදා සවස්‌ වරුවේදී මීරිගම කණ්‌ඩලම වලව්වේ රඳවාගෙන සිටි සැකකටයුතු අලි පැටවෙකු අත්අඩංගුවට ගැනීමට වනජීවී සංරක්ෂණ දෙපාර්තමේන්තුවේ නිලධාරීන් කණ්‌ඩායමකට හැකි වන්නේ ඉන් පසුවය. එතැනින් නොනැවතී මාර්තු මස 13 වැනිදා නැවත වරක්‌ ඇරැව්වල ගැමුණු මාවතේ නිවසක සිටි තවත් කුඩා අලි පැටවෙකු සොයාගන්නට වනජීවී නිලධාරින්ට හැකිවිණි. නොයෙකුත් බලපෑම් මධ්‍යයේ පරිසරවේදීන්ගේ හා මාධ්‍යවේදීන්ගේ මැදිහත් වීම නිසා එම අලි පැටවුන් දෙදෙනා පිළිබඳව අධිකරණයට කරුණු වාර්තා කිරීමට වනජීවී අඩවි ආරක්‍ෂක ඉන්ද්‍රජිත් මහතාට හැකිවීම ශ්‍රී ලංකාව තුළ ක්‍රියාත්මක මෙම මහා පරිමාණ හිංසනයට තිත තැබීමේ තීරණාත්මක සංධිස්‌ථානයකට පැමිණීමක්‌ ලෙස අපි සලකමු. මේ නිසා වනජීවි අධ්‍යක්‍ෂ ජනරාල්වරයාට හෝ වනජීවී සංරක්ෂණ දෙපාර්තමේන්තුවේ වෙනත් ඕනෑම ප්‍රධානියකුට මෙවැන්නක්‌ සිදු නොවෙනවා යෑයි කීමට නොහැක. මෙවැන්නක්‌ සිදුවූවත් නීතියේ රැහැනට හසුකර ගැනීමට නොහැකි වී ඇතැයි කිව නොහැක. මෙම අලි පැටවුන්ට ලබාදී ඇති බලපත්‍රවල ගැටලු නැතැයිද කිව නොහැක. දැන් එළැඹ ඇත්තේ මෙතෙක්‌ කල් අපා දුක්‌ විඳිමින් අසරණව දුක්‌ විඳි, බලවතුන්ගේ අගුපිල්වල, පිළිකනුවල මරණය ළඟා වන තුරු මඟ බලමින් සිටි, තමන්ට සිදුවී ඇති අසාධාරණය පිළිබඳව හඬ ගා කීමට නොහැකි අලි ඇත් පරපුරේ සුබ කාලය බව අපි විශ්වාස කරමු.
මෑතකාලීනව ශ්‍රී ලංකාවේ අලි පැටවුන් ජාවාරම පිළිබඳව ප්‍රථම වතාවට කරුණු අනාවරණය වූ ශක්‌තිමත් සාක්‍ෂිය වූයේ 2009 අගෝස්‌තු 08 වැනිදා බලංගොඩ නිවසක නාන කාමරයක සිරකරගෙන සිටියදී සොයාගනු ලැබූ අලි පැටවා නිසාය. මව්කිරි නොමැතිව විජලනය වී සිටි මෙම අසරණ අලි පැටවා උඩවලව ඇත් අතුරු සෙවණේ දී එම මස 21 වැනිදා සදහටම දැස්‌ පියා ගත්තේ මනසින් උසස්‌ යෑයි කියාගන්නා කුලකයේ අමනයින්ගේ හිංසනය ලොවටම හඬගා කියමිනි. එයින් පසුවද අතුරුගිරිය ප්‍රදේශයේ රඳවා සිටියදී හා බෞද්ධ විහාරස්‌ථාන දෙකක් අතර ප්‍රවාහනය කරමින් සිටියදී තවත් අලි පැටවුන් දෙදෙනකු සොයාගැනීමට වනජීවී නිලධාරින්ට හැකි වුණද ඉන්පසු අලි හොරුන් නිලධාරින්ව සාක්‌කුවේ දමාගත් නිසාදොa නැවත එවැනි වැටලීම් ගැන අසන්නට නොලැබිණි. ඉන් පසු ඉකුත් 2013 වසරේ අගෝස්‌තු 10 වැනිදා අලි පොත අතුරුදන් වීමේ සිද්ධියක්‌ හේතුවෙන් වනජීවී සංරක්ෂණ දෙපාර්තමේන්තුවේ නීති අංශයට සීල් තබා එවක එහි අංශ ප්‍රධානියා ලෙස කටයුතු කළ නියෝජ්‍ය අධ්‍යක්‍ෂිකාව වැඩ තහනමකට ලක්‌ කෙරුණි. නමුත් අද දක්‌වා ඒ සම්බන්ධව සිදුකළ විමර්ශනයක කිසිදු ප්‍රගතියක්‌ දක්‌නට නැත. අතුරුදන් වූ අලි පොත යළි ලැබුණේද නැත.
හබරණ කැලයෙන් අලි පැටවුන් 63 ක් අතුරුදන් වී ඇති බව බුද්ධශාසන නියෝජ්‍ය ඇමැති එම්. කේ. ඩී. එස්‌. ගුණවර්ධන ප්‍රකාශ කළේ ත්‍රිකුණාමල දිස්‌ත්‍රික්‌ ලේකම් කාර්යාලයේදී පැවැති සාකච්ඡාවකදීය. මේ පිළිබඳවද විමර්ශනය කිරීමට කමිටුවක්‌ පත් කරන ලද බව වනජීවි අධ්‍යක්‍ෂ ජනරාල්වරයා කියා සිටියද එයින් ලද සාධාරණයක්‌ නැත.
2009 අංක 22 දරන වන සත්ව හා වෘක්‍ෂලතා ආරක්‍ෂක (සංශෝධන) පනත ප්‍රකාරව මෙවැනි වනජීවී අපරාධ ඇති නොවීමට ගතයුතු ක්‍රියාමාර්ග හා එවැනි අපරාධකරුවන්ට ලබාදිය යුතු දැඩි දඬුවම් පැහැදිළිව දක්‌වා ඇත. ඒ අනුව නීති විරෝධී ලෙස වන අලියෙකු ළඟ තබාගෙන සිටීම සංඥය වරදකි. එනම් වරෙන්තුවක්‌ රහිතව අත්අඩංගුවට ගත හැකි වරදකි. ඇප ලබාදීමටද නොහැක. මෙවැනි වරදක්‌ සම්බන්ධව අධිකරණය හමුවේ වැරදිකරු වන පුද්ගලයකුට රුපියල් ලක්‍ෂයකට වැඩි දෙකකට නොවැඩි දඩයකට හෝ අවුරුදු දහයකට වැඩි විස්‌සකට නොවැඩි සිර දඬුවමකට යටත්වීමට සිදුවේ. තවද මේ ආකාරයෙන් සතුන් රඳවාගෙන ඉතා කෲර හා අමානුශික ආකාරයෙන් සැලකීම වැළැක්‌වීම සඳහා 1907 අංක 13 දරන සත්ව හිංසා වැළැක්‌වීමේ ආඥ පනත ප්‍රකාරව පොලිසියටද නෛතික බලය හිමිවේ. නීතිය පොතේ තිබියදී නීතිය ක්‍රියාත්මක කළ යුතු නිලධාරීන් කාර්යාල වලට වී පුටු රත්කරමින් මහජන මුදල් ද කාබාසිනියා කරමින් සිටියදී තවදුරටත් මෙරට මෙම අමානුෂික හා අධම ක්‍රියාවලිය නොනවත්වාම සිදුවන්නේ කුමන හේතුවක්‌ නිසාදැයි පැහැදිළිය. ඇතැම් චීවරධාරීන්ද දේශපාලන, ධන, නිල බලය හිමි ප්‍රභූ පැලැන්තිය ද මෙම කූට ව්‍යාපාරය පිටුපස සිටින බව නොකිවමනාය.

TB forces suspension of elephant show

The daily elephant show of the National Zoological Gardens at Dehiwala has been suspended as several elephants are suspected to be infected with tuberculosis, Deputy Director Dhammika Malsinghe told the Daily News yesterday.
She said three out of eight elephants at the zoological gardens are suspected to be infected with TB, adding that the veterinarians are now in the process of conducting medical tests.
Malsinghe said the decision to suspend the elephant show was taken to avoid any risk to the elephants as well as the public. She said accordingly the elephant shows were cancelled since Tuesday.
She said attention has been focused on introducing another animal show replacing the elephant show for the entertainment of visitors.
The Deputy Director said the authorities would restart the elephant shows as soon as possible.

වල් අලි ගම් වැදිලා : ගෙවල් 4ක් කඩා දමලා
අම්පාර, දමන ප්‍රාදේශිය ලේකම් කොට්ඨාසයේ මඩවලලන්ද ග්‍රාම සේවා වසමේ විසි හය ජනපදයේ නිවාස හතරක් වල් අලින් කඩා බිද දමා ඇත. මේ ගම්මානයේ නිවාස එකසිය පනහක් පමණ තිබෙන අතර වල් අලින්ගෙන් වන හානි වැළැක්විම සඳහා ගම්මානයේ ආරක්ෂාවට ආරක්ෂිත අලි වැටක් ඉදිකර නැත. රාත්‍රි කාලයේ ගම්වදින අලින් දහවල් කාලය වන තුරුම ගම්මානයේ සැරිසරණ අතර වල් අලින් ගම් වැදිමේන් ජන ජිවිතයට තර්ජනයක් එල්ල වි ඇති බව ගම්වාසිහූ පෙන්වා දෙති.

Pinnawala oil anointing ceremony: About 100 elephants to participate
The traditional oil anointing ceremony at the Pinnawala Elephant Orphanage will be held on a grand scale on April 15, said Sabaragamuwa Chief Minister Mahipala Herath.
He said that about 100 elephants in the orphanage would take part in this event.
The Chief Minister Herath was addressing a recent press conference.
He added that a special avurudu table would be arranged for all the elephants in the orphanage during this New Year.
The National Zoological Gardens Department and Sri Lanka and Tourism Board have sponsored this event with the Economic Development Ministry.
The Chief Minister also said that three New Year festivals have been organized on a grand scale in three locations in Kegalle district by the Mahipala Herath Jana Sahana Foundation.
The first of these New Year festivals will be held at the Kegalle Urban Council rounds on April 14.
The second festival will be held in Rambukkana Bathabure grounds on April 15 and the third will be held on Warakapola Urban Council grounds on April 22. The festivals will include traditional New Year contests, such as, Beauty Queen contests, male and female bicycle races, marathon races, climbing the grease pole, costume contests etc. The winners will receive valuable prizes and money.
The festivals will be colourful with traditional dance, singing and cultural items. An elephant race will also be held on the New Year festival on April 15 in Rambukkana. This festival is open even for local and foreign tourists.
